Die Mauern von San Carlos de Cádiz sind eine Halbfestung, die im späten 18. Jahrhundert als Teil eines ehrgeizigen Plans zur Renovierung der Hafenanlagen und Gebäude der Gegend erbaut wurde.
Bereits Mitte des 16. Jahrhunderts wurde der Bau eines der drei Bollwerke zur Verteidigung des Hafens erwogen, das sogenannte Bollwerk Sant Felip, das 1560 in Auftrag gegeben wurde.
Mit der Zunahme des Seeverkehrs begann 1765 eine Renovierung des Areals, die dem Ganzen schließlich sein heutiges Aussehen verlieh.
