Die Bastion wurde 1636 von Honoré II. von Monaco erbaut, um die Stadt Menton vor Piraten und ausländischen Angriffen vom Meer aus zu schützen.
Es handelt sich um eine kleine Küstenfestung mit dicken Mauern, Schießscharten und einem Flachdach für Kanonen. Sie liegt buchstäblich mitten im Meer , auf einem kleinen Pier direkt am Eingang zum alten Hafen (Vieux Port). Dadurch wirkt sie heute wie eine Insel vor der Stadt: extrem fotogen!
In den 1950er Jahren wurde das Fort auf Initiative des französischen Künstlers Jean Cocteau restauriert . In seinem Todesjahr 1966 wurde hier das erste Jean-Cocteau-Museum mit von ihm selbst gestalteten Räumen eröffnet.
