Papst Pius IX. gründete am 29. September 1850 mit der Apostolischen Konstitution Universalis Ecclesiae – Wiederherstellung der katholischen Hierarchie in England – das Bistum aus Gebietsabtretungen des Bistums Clifton und unterstellte es dem Erzbistum Southwark als Suffraganbistum.
