Die erste Phase des Aufbaus fand 1749 statt, als das alte hölzerne Tor im Hafen abgerissen wurde. Jetzt wurde ein Steintor gebaut, das Wasser aufnehmen konnte, um eine Überflutung zu ermöglichen, jedoch hauptsächlich dazu gedacht war, Wasser abzulassen. Militärisch war es kaum notwendig, die Bunschoterkom mit zusätzlichem Wasser zu versorgen, aber bei Springflut konnte das Wasser aus dem Zuiderzee sogar die Niederlande unterhalb von Amersfoort erreichen.
