Finnmark Ruija) ist eine ehemalige norwegische Provinz, die am 1. Januar 2020 in die Provinz Troms og Finnmark übergegangen ist. Zuvor war es der flächenmäßig größte und mit nur 1,5 Einwohnern pro Quadratkilometer zugleich am dünnsten besiedelte Verwaltungsbezirk Norwegens. Der Bezirk lag im äußersten Nordosten des Landes und hatte hier die einzige direkte Grenze Norwegens mit Russland.
Bekannt ist das Verwaltungsgebiet u. a. durch die Möglichkeit, Vögel auf der Varanger-Halbinsel im Osten zu beobachten. Diese Region zählt zu den bedeutendsten Vogelgebieten in Norwegen.
