Did you know that Andorra has 29 mountain huts of which only 2 are manned. According to the Andorra tourism site, the unmanned cabins are freely accessible and are maintained by the Government of Andorra. There is running water and in the hut there should be a saw and axe for the fire and in case things go wrong a first aid kit.
