In 1870, both the Netherlands and Belgium came to regard the marsh in the Zwin estuary as state property and agreed to the reclamation of the Zwin estuary with the International Dike, which would create the Willem-Leopoldpolder, named after the two kings. The dike started at the northernmost point of the Hazegrasdijkpolder and ran straight east to the Dutch dike on the east bank of the Zwin. The dike diked the Grote Plaat and the south of the Seal Plate. North of the line Zoutedijk - Hazegraspolderdijk and Internationale Dijk was a large area (current Zwinbosjes, Nature Reserve and Kleine Vlakte) that was only protected by a more advanced row of dunes.
