The district "Moscou" refers to a section of Russians of the Tsar's army, who stayed at this location for several months after Napoleon's defeat in Waterloo in 1815.
There are also a number of other explanations why this district calls Moscow: Because this was a working-class district that was rather politically colored, it would have been mockingly named after the capital of the communist Russia.
Another explanation would be that after the revolution in 1917 many Russians fled in Russia and would have settled here. That is also unlikely because you will find almost no Russian family names here.
