The link between an old banknote and cats in Brussels can be found in the Cat House. The Cat House is a mix of Neo-Renaissance and Neo-Baroque. It was designed by architect Hendrik Beyaert. You certainly know Hendrik Beyaert from the old 100 Belgian Franc banknote. The house bears the inscription "Here is 't in den Kater and the Kat". On the facade, there are also two cats, ready to fight.
