This small park owes its name to Albert Seny, who owned a water mill dating back to the 13th century, which he acquired in 1836. It was originally used to produce paper, which inspired the name of rue du Moulin à Papier, the street that runs alongside the park. However, Albert Seny later transformed the mill into a cotton dyeing plant. Other small industries were also set up in the area. With the construction of boulevard du Souverain at the beginning of the 20th century, the businesses along its route were forced to move and the various buildings, including the water mill, gradually disappeared. Long left as a wasteland and wetland, a project to transform the site into a park was launched in the 1950s and inaugurated in 1963, taking the name of one of the last owners of the former mill.
