Baarle is a village that extends over two municipalities: the Belgian Baarle-Hertog and the Dutch Baarle-Nassau. The Belgian part consists of a total of 22 enclaves in Baarle-Nassau. An enclave is a (small) part of a country that is completely enclosed by territory of another country. The Belgian enclaves in turn enclose a total of 8 pieces of Dutch territory. The Dutch enclaves within the Belgian enclaves in the Netherlands are second-order enclaves ('counterenclaves'). Over time, attempts have been made in vain to resolve the enclave issue.
