The town hall in the Grote Markt consists of two parts: the cloth hall with the unfinished bell tower and the Palace of the Great Council. Why is the bell tower not finished? The cloth trade declines in the fourteenth century, and as a result, there is no money left to complete the building. For two hundred years, the bell tower remains a raw structure until it finally gets a provisional roof in the sixteenth century. Meanwhile, the bell tower is now a UNESCO World Heritage site.
