The urban development of Antwerp-Left Bank started in 1929 with the establishment of the Intermunicipal Company of the Left Scheldt Bank (Imalso). In addition to building and operating the tunnels under the Scheldt, its task was to valorize and sell the lands on the Left Bank, which were systematically raised after the demolition of the old 'Sint-Anneke' and the Vlaams Hoofd fort. The first permanent river connections, the Sint-Anna tunnel for pedestrians and the Waasland tunnel for vehicles, were inaugurated in 1933. Shortly thereafter, the popular recreational area Sint-Annastrand was created at the northern Oosterweel bend of the Scheldt, with its operation being granted by Imalso to private operators.
