Victor Collard (1857-1902) is a brilliant and prolific composer and above all a playwright .
His comedies exude the greatest good nature, show an attentive spirit of folk customs and a thorough knowledge of the ancient language. In Dinant he embodied Walloon dramatic art.
As councilor he belonged to a very old and venerable family of the city. He died suddenly in 1902 and his tomb is one of the most remarkable in the large Dinant cemetery in the Fonds de Foqueux.
The memorial on this site was erected to commemorate the centenary of the death of the inventor of the saxophone . It is 3 m high and 6 m wide and is made of blue stone and oxidized bronze. The monument consists of two "rocks" jutting out of the ground, one relating to the "History of the City" by Dinant and the other to the "Women of the Saxophone" , whose bodies suggest the shape of the instrument.
