The construction of the power plant was promoted by Privy Councilor Ramm. The industrial harvesting of peat had just been developed, and Ramm wanted to give new impulses to peat colonization. Therefore, he made contact with the Siemens company, which was further developing coal power generation. Thus, the peat power plant was designed. It was one of the first steam turbine power plants in northern Germany. The state was responsible for the peat supply, and Siemens Electric Works was responsible for power generation, with Nordwestdeutsche Kraftwerke AG taking over from 1926 until its demolition in 1965.
