The test facility for motor vehicles, known in the terminology of the time as Verskraft, was until 1945 a department of the Army Weapons Office, Division WaPrüf 6 in Kummersdorf.
After recognizing the necessity of automotive warfare during World War I, there was an effort to increase motorization in the army. In 1917, a "test facility for conveyor and motor vehicle operation" was established in Kummersdorf. The associated round and test tracks were located in the municipality of Gottow. In 1926, the motor vehicle testing facility "Verskraft" was created on the grounds of the Kummersdorf shooting range, west of the barracks by the East shooting range.
However, in the 1930s, the area, which was now used by the Army Testing Institute Kummersdorf, became too small due to increased demands, leading to the establishment of the New Verskraft on a site slightly further southeast starting in 1938. The test area for vehicles of all kinds was now located southeast of it, near the Schlage mountains around Horstwalde.
