The entire structure was designed in 1927 by Vicente Traver as part of the preparations for the Ibero-American Exposition of 1929.
In the central opening is a symbolic image of Hispania dressed in a tunic and cloak. Hispania bears a Spanish coat of arms with the NO8DO. Next to her is a lion with a globe .
In the right bay is a statue entitled La riqueza espiritual de Sevilla (The Spiritual Wealth of Seville), a woman in a tunic holding a statue of the Immaculate Conception. In the left bay is another statue entitled The Material Wealth of Seville , depicting a woman in similar clothing holding garden produce in a cornucopia.
The arches are supported by red marble columns. The monument has a pedestal with a fountain . The entire structure was designed in 1927 by Vicente Traver.
