In 1925, the National Telephone Company (Telefonica) requested the installation of a telephone exchange on the fair grounds that would provide adequate telephone services for making telephone calls to the various countries and entities. At the same time, it would serve as an exhibition and propaganda for Spanish telecommunications in America.
The architect was inspired by Palladian models. He articulated the pavilion by three buildings surrounding a garden with a swimming pool on the facade of the central building. The whole is finished with two octagonal towers with half-orange domes covered with yellow tiles. Two portico wings emerge from the octagonal towers, which emerge from the central facade and culminate in two pavilions.
