It was built in 1914 by architect Karel Muller in Dutch neo-Renaissance style on behalf of jute manufacturer Ter Horst. It still has its original function for cultural purposes and as a meeting and relaxation place. In 1982 it was completely renovated and expanded. In 2010 it was expanded for the benefit of the 'Muziekschool Rijssen en omstreken'. Around the building is the Volkspark designed by Leonard Springer with an open-air theater. Around 1915 this was one of the first asylum seekers' centres in the Netherlands by providing shelter for Belgian refugees in WWI.
