The Bang Pakong Dam was initially planned to protect against the intrusion of seawater into the Bang Pakong River and to store fresh water for dry season usage. The dam is located near Ban Phi Sawek, Bang Kaeo district of Chachoengsao. The construction started in 1996 and was finished in 1999. The 1.9 Billion-baht dam became operational on 6 January 2000. Dam operations caused several negative impacts. The river upstream of the dam as well as the canals flowing into the Bang Pakong River became heavily polluted due to the discharge of waste-water from factories and slurry from pig farms as the discharge into the sea was blocked. Below the dam there were problems of erosion and collapse of river banks. The dam is said to have been poorly planned and the Irrigation Department needed to open the water gates most of the time to allow natural water flow.
