The Bay Area was well known since the 18th century to collect salt. They noticed that the wind was evaporating more water than there was rain falling. The salt was not as good and pure as the salt coming from the Nevada-California border in the Sierra Nevada, but they needed the salt there. The richest vein of silver was found there, called the Comstock Lode. And salt is needed to extract silver from the ore.
