At the top of Telegraph Hill, there was also a timeball (such a timeball can still be seen in Greenwich, UK, bit not here anymore). The timeball was used to allow captains to synchronize their watches with the local time of San Francisco. This allowed them to measure the longitude when they were travelling over the oceans. They just had to compare the local time where they were with the time on their watch. If there was a 6 hour difference, you were 360°/4 degrees away from San Fracisco in longitude.
