El tribunal provincial se encuentra en el lugar donde se erigió en 1294 el Waterhalle , un imponente edificio portuario . El Waterhalle fue demolido en 1787 porque ya no era accesible para los barcos.
El sucesor neoclásico fue utilizado en parte por el gobierno provincial desde 1850 hasta que se incendió en 1878. Entonces se lanzó un concurso para un edificio para albergar la provincia y la oficina de correos .
El Tribunal es propiedad del gobierno federal. Está protegido como monumento desde 2002 y se utiliza principalmente para ceremonias y exposiciones.
Hay diez estatuas de príncipes en el Salón del Consejo Provincial. Las paredes están pintadas con retratos de personajes famosos de Flandes Occidental.
