El ayuntamiento de Moers forma un conjunto de tres elementos, complementado por dos nuevos elementos, que cierra el lado norte de Neumarkt.
La parte principal, que está protegida como patrimonio, tiene una ligera curvatura hacia Unterwallstraße y Neumarkt y data de 1954. La distintiva torre termina con un techo a dos aguas. El edificio antiguo es una estructura de tres pisos con sótano, planta baja, primer y segundo piso. Se trata de un edificio en ángulo. El edificio ha sido completamente renovado y ampliado con un moderno edificio administrativo de dos alas con plantas poligonales redondeadas.
