Los pozos, cuya construcción era muy costosa debido al grosor de la capa caliza, permitían llegar a la capa freática. Eran esencialmente prerrogativa de las autoridades locales, que se encargaban de excavarlos y mantenerlos regularmente. En 1648, había 17 pozos públicos repartidos por toda la ciudad. Dos de ellos se excavaron al mismo tiempo que la construcción de las torres de Navarra y Orval y la torre Petit-Sault, a principios del siglo XVI. Las grandes sumas que suponía la construcción de tales obras permitieron también financiar estas instalaciones públicas a menor coste.
