El palacio de justicia, que fue diseñado por George Papworth en estilo neoclásico y construido en piedra de sillería, se completó en 1822. Fue reconstruido según un diseño de George Wilkinson en 1860. El diseño involucraba una fachada principal simétrica que daba a The Mall; había un corto tramo de escalones que conducía a un gran pórtico hexastilo con columnas de orden dórico que sostenían una cornisa con modillones y un entablamento; el pórtico estaba flanqueado por dos secciones a cada lado, con las secciones finales, que se proyectaban hacia adelante como pabellones, presentando ventanas venecianas en el primer piso.
