El edificio consta de dos partes: una parte antigua del siglo XV y una parte moderna entregada en 1975.
El actual edificio del ayuntamiento de Zwolle comenzó con la sustitución del antiguo ayuntamiento en la plaza Grote Kerk por el ayuntamiento y la casa del vino en la calle Sassen y la torre del ayuntamiento en la plaza Grote Kerk. A través de la compra y remodelación, se añadieron a menudo en la calle Sassen la casa de la comunidad y la casa de Dirk Moster al complejo. De estos edificios se conservaron el ayuntamiento, la casa de la comunidad y la casa de Dirk Moster. En 1821 fueron modernizados de manera drástica y prácticamente irreconocible, y se unieron bajo una fachada de listón enlucida. La fachada de piedra natural de estilo gótico tardío del ayuntamiento y la casa del vino fue demolida en ese momento.
