Das Gebäude besteht aus zwei Teilen: einem alten Teil aus dem 15. Jahrhundert und einem modernen Teil, der 1975 fertiggestellt wurde.
Das jetzige Gebäude des Rathauses von Zwolle begann mit der Ersetzung des alten Rathauses am Grote Kerkplein durch das Rathaus und das Wijnhuis an der Sassenstraat sowie den Raadhuistoren am Grote Kerkplein. Durch den Ankauf und Umbau wurden an der Sassenstraat noch das Meentehuis und das Dirk Mosterthuis dem Komplex hinzugefügt. Von diesen Gebäuden blieben das Rathaus, das Meentehuis und das Dirk Mosterhuis erhalten. 1821 wurden sie grundlegend und nahezu unkenntlich modernisiert und unter einer verputzten Listfassade zusammengelegt. Die spätgotische Natursteinfassade für das Rathaus und das Wijnhuis wurde damals abgerissen.
