L'edificio è composto da due parti: una parte antica del 15° secolo e una parte moderna completata nel 1975.
L'attuale edificio del municipio di Zwolle iniziò con la sostituzione del vecchio municipio in Grote Kerkplein con il Raadhuis e il Wijnhuis in Sassenstraat e la torre del municipio in Grote Kerkplein. Attraverso acquisti e ristrutturazioni furono aggiunti al complesso in Sassenstraat anche il Meentehuis e il Dirk Mosterthuis. Di questi edifici sono stati conservati il Raadhuis, il Meentehuis e il Dirk Mosterhuis. Nel 1821 furono modernizzati in modo significativo e praticamente irriconoscibile e uniti sotto una facciata a intonaco. La facciata in pietra naturale tardo-gotica per il Raadhuis e il Wijnhuis fu demolita.
