Horbach est tombé sous la paroisse de Saint-Laurent au début du 11ème siècle, puis sous celle de Richterich. À partir de 1361, il faisait partie du duché de Clèves. Ce n'est qu'au 15ème siècle que le village a eu sa propre chapelle, qui a été en grande partie détruite durant la guerre de quatre-vingts ans et reconstruite en 1632. En 1804, Horbach a été érigé en paroisse avec Richterich. Le nombre d'habitants à l'époque était de 623. En 1972, Horbach a été intégré à Aix-la-Chapelle.
