La batterie Todt doit son nom à Fritz Todt, général mais surtout ingénieur du 3e Reich et bon ami d'Adolf Hitler. Ce dernier lui confie la construction des autoroutes en Allemagne en 1933 dans le but de réduire le chômage.
En 1935, il fonde une organisation paramilitaire : l'OT (Organisation Todt). Il fit réaliser par l'OT la ligne Siegfried en vue de l'opération Seelöwe (l'invasion de l'Angleterre). Ce projet fut annulé en 1940 par Hitler et la ligne Siegfried fut transformée en partie de la ligne de défense du mur de l'Atlantique.
Le 8 février 1942, le Junkers JU 52 transportant le docteur Fritz Todt s'écrase mystérieusement au décollage. Il n'y avait aucun survivant. La batterie Siegfried fut rebaptisée batterie Todt le 10 février 1942 en l'honneur de son maître d'œuvre.
