La caserne Leclaire fut construite entre 1732 et 1736 par le marquis d'Asfeld, à l'instigation de Vauban, pour offrir une alternative au logement de la population locale, devenue de plus en plus impopulaire à mesure que le nombre de troupes en résidence permanente augmentait.
L' ancienne caserne, située au même endroit, était devenue trop vétuste et trop petite. Le bâtiment de quatre étages pouvait abriter 1 000 soldats et leurs officiers, tandis que le pavillon d'angle était destiné à ces derniers et était délimité à l'extérieur par des chaînes d'angle en pierre.
La caserne porte le nom du général Leclaire (1752-1811).
