Autrefois, un canal traversait librement la ville et suivait le tracé des premières fortifications.
De 1720 à 1725, ce canal fut voûté sur plus d'un kilomètre pour gagner de la place. Le jardin inférieur est la dernière partie du canal qui fut couverte. Les jardiniers de Hoymille y accostaient avec leurs péniches , d'où le nom de "belle jardinière" pour ce passage-jardin.
