Contrairement à ce que le terme étang pourrait laisser penser, le Hofvijver est à l'origine un lac naturel de dunes sur lequel la Haagse Beek (à l'origine : Duinbeek) et le Bosbeek, aujourd'hui comblé, sortaient de la forêt de La Haye. La Beek le fait encore de nos jours, et ainsi l'étang est en connexion avec les dunes de Kijkduin. Dans ce lac de dunes se trouvait une petite île (pas l'île actuelle) sur laquelle le comte Guillaume II de Hollande construisit son château au XIIIe siècle. Selon d'autres sources, il construisit son château à côté de l'étang et fit creuser un fossé autour. Au cours de ce siècle, le lac fut également approfondi.
