La costruzione venne iniziata nel 1789 dal turco Molla Bey e completata nel 1823 da suo figlio, Haxhi Ethem Bey, discendente di Sulejman Pasha.
La moschea prese relativamente importanza dopo la realizzazione di piazza Scanderbeg proprio nei suoi pressi, nel periodo del protettorato italiano dopo l'indipendenza dell'Albania dall'Impero ottomano .
