Monumento che simboleggia le libertà comunali. Il Perroon è una colonna di pietra che rappresenta la parte superiore dell'edificio. Il Duca di Borgogna Carlo il Temerario voleva punire i cittadini di Liegi e dimostrare il suo controllo sul principato. Per questo motivo fece trasferire il Perroon a Bruges. Il Perroon fu ricostruito dopo la morte di Carlo il Temerario nel 1477. Dopo che il monumento fu abbattuto da una violenta tempesta nel 1693, l'attuale Perroon fu ricostruito da Jean Del Cour. Quest'ultimo aggiunse il gruppo delle Tre Grazie al monumento, nome dato alle figure femminili che sorreggono il pino sul quale è stato conficcato un crocifisso.
