Questo antico palazzo dei principi-vescovi di Liegi occupa da dodici secoli lo stesso posto, anche se nel XVI secolo fu ricostruito. Per quei lavori si trovò probabilmente ispirazione nei progetti disegnati da Leonardo da Vinci.
La loggia della prima corte lo rende un importante monumento rinascimentale.
La facciata principale, che nel 1734 fu parzialmente distrutta, fu ricostruita in stile classico.
Nella stessa epoca una grande parte degli appartamenti del principe fu decorata in stile rococò.
In quanto sede di numerose giurisdizioni, il palazzo ospita le istituzioni della provincia di Liegi nella sua ala occidentale, che nel XIX secolo fu ricostruita in stile neogotico.
