L'Arsenal militaire, completato sotto Napoleone III nel 1864, è stato completamente restaurato e trasformato in auditorium dall'architetto Ricardo Bofill. La sala è stata inaugurata nel 1989 da Mstislav Rostropovitch. L'Arsenale è diventato un luogo di espressione per tutte le culture, un luogo di incontro e di scambio.
