Subito dopo la caduta della Francia, la Kriegsmarine tedesca prende possesso di Saint-Nazaire. Quando ad ottobre diventa evidente che la Battaglia d'Inghilterra è stata persa per i tedeschi, la marina tedesca riceve l'ordine di isolare l'isola. Grandi quantità di sottomarini, i U-Bote, si disperdono per intercettare le navi di rifornimento dirette verso la Gran Bretagna. Saint-Nazaire è uno dei cinque porti sulla costa francese dotati di un'enorme banchina per ospitare i sottomarini per manutenzione e rifornimento. I lavori di costruzione iniziano nel marzo 1941. Di fronte al vecchio sluice orientale viene prima realizzata una palancola. In totale vengono creati 14 spazi in cui possono essere collocati 20 U-Boot.
