Direct na de val van Frankrijk, neemt de Duitse Kriegsmarine haar intrek in Saint-Nazaire. Als in oktober blijkt dat de Slag om Engeland in de lucht is verloren voor de Duitsers, krijgt de Duitse marine de opdracht om het eiland te isoleren. Grote aantallen duikboten, de U-Boote, zwermen uit om bevoorradingsschepen onderweg naar Groot Brittannië te onderscheppen. Saint-Nazaire is één van de vijf havens aan de Franse kust die voorzien wordt van een enorme bunker om de duikboten in onder te brengen voor onderhoud en bevoorrading. In maart 1941 wordt begonnen met de bouw. Tegenover de oude oostelijke sluis wordt eerst een damwand geslagen. In totaal worden er 14 ruimtes gecreëerd waarin 20 U-boten kunnen worden ondergebracht.
