Questo monumento in particolare è dedicato alle vittime della Seconda guerra mondiale (1939-1945) , in contrasto con il più grande Monumento ai caduti in Piazza della Vittoria, che commemora anch'esso la Prima guerra mondiale e i conflitti successivi.
Mentone fu occupata dall'Italia nel 1940 e successivamente dalla Germania. La sua posizione, vicino al Bastione, che un tempo fungeva da punto difensivo, rafforza l'importanza storica di questo luogo come posto di confine, luogo di battaglia e di memoria.
