La Villa Pauly fu costruita nel 1923 nel centro di Lussemburgo. Il committente fu il chirurgo Norbert Pauly; come architetto si occupò di essa Mathias Martin. La casa gioca con le sue torri angolari richiamando l'architettura dei castelli del tardo medioevo e del Rinascimento.
Durante la Seconda Guerra Mondiale ospitò il quartier generale della Gestapo in Lussemburgo sotto la direzione del capo della Gestapo Fritz Hartmann. Le volte del seminterrato della casa furono utilizzate per torture e interrogatori. La casa divenne simbolo del terrore nazista e della repressione in Lussemburgo.
