Il Palazzo da Pena presenta una profusione di stili in linea con il gusto esotico del Romanticismo. La mescolanza intenzionale di stili eclettici include il Neo-Gotico, il Neo-Manuelino, il Neo-Islamico e il Neo-Rinascimentale. L'incarico per la ricostruzione in stile romantico fu dato al tenente generale e ingegnere minerario barone Wilhelm Ludwig von Eschwege. Eschwege, un architetto amatoriale tedesco, viaggiava molto e probabilmente aveva conoscenza di vari castelli lungo il fiume Reno. La costruzione avvenne tra il 1842 e il 1854, anche se fu quasi completata nel 1847: il re Ferdinando e la regina Maria II intervennero decisivamente in materia di decorazione e simbolismo. Tra le altre cose, il re suggerì di includere archi a volta, elementi medievali e islamici, e progettò anche una finestra ornate per la facciata principale (ispirata dalla finestra del capitolo del Convento dell'Ordine di Cristo a Tomar).
