Villa in neotraditionele stijl te dateren in het laatste kwart van de 19de eeuw. Het bouwdossier werd niet teruggevonden, opdrachtgever, ontwerper noch aannemer zijn gekend. Omgevormd tot protestants meisjesweeshuis, wordt het gebouw in 1913 aan de achterzijde uitgebreid met een washuis naar een ontwerp door de architect Daniël Rosseels. Deze filantropische instelling van de Duitse gemeenschap, wordt vermoedelijk tijdens de Eerste Wereldoorlog (1915) overgenomen door het Bestuur der Burgerlijke Godshuizen als tehuis voor zwakke kinderen onder de benaming "Prins Leopold". Volgens een gedenkplaat in de hal dateert de stichting van de huidige "Pennsylvania Foundation" uit 1920-1922. De Commissie van Openbare Onderstand bracht hier in 1933 weesjongens van 8 tot 14 jaar onder. Vandaag huisvest het gebouw een Centrum voor Bijzondere Jeugdzorg.
