In 1909 werd de viering van een Spaans-Amerikaanse tentoonstelling voorgesteld in de stad Sevilla. 1 De deelname van Portugal vanaf november 1922 leidde ertoe dat de tentoonstelling omgedoopt werd tot Ibero-Amerikaans.
De architecten Carlos en Guillermo Rebello de Andrade ontwierpen dit gebouw. Het vertegenwoordigt de historistische neobarokke esthetiek van die periode, met een groot dak dat doet denken aan het Koninklijk Paleis in Sintra.
Naast dit paviljoen had het complex vier andere bijgebouwen die gewijd waren aan culturele tentoonstellingen, commerciële tentoonstellingen, een aula en portwijnen. Het is tegenwoordig het Portugese consulaat.
