Om aan de culturele behoeften van de stad en haar hele invloedsgebied te voldoen, besloot de gemeenteraad in 1978 om in het hart van de stad een Centrum voor Toegepaste Kunst en Culturele Actie op te richten
Het Cultureel Centrum Michel Manet ligt in het stadscentrum, met een parkeerplaats in de buurt, en is gemakkelijk bereikbaar.
Een groot auditorium met 770 zitplaatsen, een ontvangst- en vergaderzaal en een grote ontvangsthal voor tentoonstellingen van beeldende kunst vormen een architectuur die bevorderlijk is voor ontmoetingen met kunst.
