Para satisfacer las necesidades culturales de la ciudad y de toda su área de influencia, el ayuntamiento decidió en 1978 crear un Centro de Artes Aplicadas y Acción Cultural en el corazón de la ciudad
Situado en el centro de la ciudad, con un aparcamiento cercano, el Centro Cultural Michel Manet es de fácil acceso.
Un gran auditorio con 770 plazas, una sala de recepción y reuniones y una gran sala para exposiciones de artes plásticas conforman una arquitectura propicia para el encuentro con el arte.
