The Establishment of the Flemish Weavers in Manchester A.D. 1363 is een van die twaalf muurschilderingen in het stadhuis en toont hoe koningin Philippa van Henegouwen Vlaamse wevers verwelkomt die onder Edward III naar Engeland werden gehaald om hun expertise in luxetextiel te delen. De scène idealiseert de middeleeuwse komst van Vlaamse vaklui als een soort mythisch beginpunt van Manchester’s textielwelvaart, terwijl in werkelijkheid de latere katoenindustrie pas in de 18de–19de eeuw explodeerde. Voor de Victorians sloot dit perfect aan: in hetzelfde gebouw dat bewust als “Flemish cloth hall” was ontworpen, werd een muurschildering geplaatst die de symbolische band tussen Vlaamse wevers en Manchester viert.
