Monumentet repræsenterer præsident Ruggero Settimo, efter hvem pladsen er opkaldt.
Han var den politiske leder af den sicilianske revolution i 1848. Ruggero Settimo blev valgt til præsident for den genoprettede regering i Kongeriget Sicilien af det sicilianske parlament under revolutionen i 1848 og blev allerede i sin levetid betragtet som "faderen til det sicilianske hjemland".
To år efter hans død, den 12. januar 1865, på årsdagen for udbruddet af Revolutionen i 1848, blev monumentet dedikeret til ham indviet.
