Wilhelmshavener Rafineriet er en olie raffineringsanlæg med tanklager i Wilhelmshaven, der blev taget i brug i 1976 og har skiftet operatør flere gange og i perioder kun blev brugt som tanklager. I øjeblikket drives den af HES Wilhelmshaven GmbH, et datterselskab af HES International.
Historien om Wilhelmshavener Rafineriet begyndte den 21. juni 1972 med underskrivelsen af en kontrakt mellem Mobil Oil AG Tyskland, delstaten Niedersachsen og byen Wilhelmshaven om opførelsen af en raffineringsanlæg i det nyopfyldte Voslapper Groden. Byggeriet begyndte i 1973.
